INTRODUCTION
HEALTH, as defined by the World Health Organisation and Australian Government Department of Health and Ageing, is "a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity".
The first International Conference on Health Promotion was held in Ottawa in Ontario, Canada on 21st November 1986 where a Charter was made for action to achieve health for all by the new millennium. Health Promotion empowers as it enables and equips people with skills, knowledge and understanding on health and how to improve it. This includes oral health (AHMAC, 2001).
ORAL HEALTH is far more than the absence of any dental decays and other oral diseases and conditions such as periodontal disease. The Department of Health in UK defines Oral Health as "a standard of health of the oral and related tissues, which enables an individual to eat, speak and socialise without active disease, discomfort or embarrassment and which contributes to general well-being."

In line with the Ottawa Charter, NSW Health Department and NSW Australian Dental Association, Jinky Marsh, being an oral health educator is available for implementation of oral health education programs, training small groups and giving presentations.
